where do i buy the rubber o ring for a fowler toilet at the bottom of the cistern to stop the water leaking down the back of the bowel

by sound of it it's a close coupled toilet it's the doughnut sealing ring most DIY stores or local plumbing shop. I've seen them in Wickes but you have to have the metal plate and bolts comes as a kit.
