I am having same issue the washer spins ok when empty and will not spin when is has anything heavy in the drum it just rotates and stops then a second later does the same again but an empty drum no problems at all goes like a rocker. I too have cleaned the commutator and brushes in the motor I can only put it down to a week motor this is building too many amps to start spinning fast and does not have enough torque,,, suggestion change the motor.
