Black & Decker hedge trimmer - not working?

Although fully charged, the orange cut off mechanism under the handle appears to be not working as it can normally be pulled up with the fingers and when let go the motor stops. This is rigid and has no affect!

Accidently cable for the electric hedge trimmer has been cut. I have tried to tape the wires back but it is still not working.
