Noisy cistern when flushing?

We have a closed couple cistern? one that flushes with a dual button in the top of the cistern - it makes a noise after flushing not unlike the noise a tap makes when the waqsher needs changing - could you please tell me what is this and is it easy to fix

probably air getting in to the valve ot the plumber has not instaled the flow restictor
also cleaning the inlet valve washer may help
