I cannot get stop cock below sink to turn off clockwise I have tried WD40 and spanner

i dont have a stop cock under the sink, so where could mine be ??

if it does not turn clockwise with a spanner then most likely its seized u will need to replace it. there is always a main stop cock outside on the pavement or if your water supply is coming from the back it be in the garden or on the drive where u can turn of the water it may also turn of a few house as some maybe linked
