can not answer or call out?

I have a GE modle # 26992GE1-B answering phone.When I push the talk button it will bubble click and i can not talk or listen on it. I did buy a new battery but that did not help. Also I can not seem to increase the volume on the answering section of the phone. Can someone help ?
