samsung fridge freezer freezer fan does not appear to be working?

we have a samsung fridge freezer (basic model). The fridge appears to be fine but the temperature is going up and down in the freezer side. when we dismantled the freezer side the fan does not appear to be working? any help would be aprecciated Thanks
