not sure what no. fuse but should be on back of fuse cover with brake symbol. but if you are missing all brake lights and they went at the same time then i think it could be the brake light switch which tends to go on a lot of golfs, it is attached to the top of the brake pedal and secured with half turn and connected to block connector. you can get one from any main dealer for cheap enough usualy about 15euro in Ireland. If you are fitting it make sure you hold down the brake pedal while you put the new one in and then release the pedal it will click back and auto adjust the new switch
