My machine is not taking the water softerner but completes the programme, does one of the two valves supply only the softener compartment,

The drawer has been washed out, the water is not coming in from the top of the dispenser allthought the hole is clear and you can blow through it. Can you tell me if one of the valves supplies water to that department only.
