Dry flour floats on water and the paddle may spend a long time just thrashing about in the water and never reaching the flour. After adding ingredients and before turning on the power use a non metallic spatula to "sink" the flour.

try different liquid levels, either 5% more or 5% less, be precise in your measurments. OR use same measurments, just add an egg, will hardly notice in finished product.
