why does my toilet overflow keep running into toilet bowl?

I have a problem whereby the overflow from my torbeck cistern is constantly running into the toilet bowl(only slightly) even though the water in the cistern is not up to the overflow level.Any ideas

hi you need to adjust the amount of water thats the cistern holds if you take the top of the cistern normally just lifts off if doesnt then you normally have to turn the flush button and then will come off inside where the water comes in there should be a small blue or white screw turn this and will reduce the amont of water that goes into the cistern hope this helps
