How can I fix My Phillips CDD4851 CD-R/RW?

How can I make it read any disc? It will not read anything but says it is working fine. Says the disc is bad which it is not. and says Can't read it.

You failed to mention... has it EVER worked or IS IT A NEW DEVICE? This info would help to clarify that it isn't a DUD,
right out of the box.
