Battery charger for tools 18V, 1.8A max?

My problem is that charger shows 38V DC at output instead about 22 above. No signal for charging or full battery, I measured voltage with digital instrument. Battery is for WURTH tool NiCd 18V? Please answer!

You may have been fooled by the digital meter.Some chargers put out pulses of DC and vary the pulse rate depending on the current needed .You could be just reading the maximum pulse voltage with no load.Measure the voltage when connected to the battery. Put the meter on AC range and you may see the pulses.
