Goodmans GDVD306R stuck in standby mode?

Hi everyone, hope somebody can help.
I believe PSU board (12PW14-4) has failed - if it helps I know that the "BUSH 3000" uses the same board but know of one supplier of it in "Charles Hyde & Son" who can't supply it now. I guess my only option is to replace various components on the board.
The board itself looks burnt primarily around the transformer & 2 bulky black fin heatsinks on the secondary side, I'm told the electrolytic capacitors, optocoupler & ICE 2A265 are most likely at fault. Firstly is this likely and secondly do I need to de-solder and remove every component before I can test using a DVM.
