How do I fix AIWA TV-1042: Picture compressed to a horizontal stripe?

Usually when Tv is turned on only a single horizontal stripe appears in the middle of the screen (full length) as if the picture were compressed to about quarter of an inch height. After 10-30 minutes the fault goes away and normal picture appears. Any ideas what the cause is and how to fix it, if it is worthwhile?

It's a very common TV fault symptom (field/frame collapse).
Often due to leaky electrolytic capacitors or dry joints in the frame output circuit. Usually cheap to fix and worth repairing.
Don't run the TV while it displays a bright horizontal line as it can burn the screen phosphor and leave a permanent image.
