my toshiba tecra M4 wont come out of safe mode?

i have a tecra M4 and it wont come out of safe mode, i have tried changing the visual settings but with no efect. i no i need some drives , but carn go on lie to down load them. i have no start up disk. please help if you can

whilst in safe mode go to system restore choose to restore a date previous to when your problem began.
