yes this can be repaired by a tv service center
the y sustain panel has suffered over/under voltage and has gone short
replacement of this panel will have your tv up and running again
if attempting this yourself please do not work on the tv with mains connected as voltages on the y sustain can reach well over 1000 volts ac
