hot water luke warm when heating off?

Baxi combi 105e hot water luke warm when central heating off, also noticd when central heating off heated towel rail gets hot when using hot water, is this a diverter valve not seating? or something else?

you're right, you'll need to have a service kit fitted to the diverter valve, or have the valve replaced.
