Water for domestic use is usually separate from heating circuit, Sounds as if your water mains is off or frozen. Downstairs kitchen tap should work, the rest are normally supplied from a large tank in the attic, check if it has water in it. Your heating is probably supplied from a separate small tank in the attic.
