Icos HE 15 wont power up?

Hi my ICOS HE15 boiler has no power at all no lights or anything will come on, I have tested the fuse and its fine,

There is a 3.15amp fuse on the pcb, possibly that is the one blown, usually taken out by the fan.
Without going into much detail about resistances in the fan, you need someone competent with the boiler to test before replacing anything.
If you go headlong into an expensive pcb without testing, it too could be blown without warning unless everything is tested correctly.
