I can only use my laptop now if it is plugged in charging. If i unplug it it will say there is 70 percent left yet this is only 15 mins or so. I dont know why this would have happened? What can I do?

The answer to the OP's question is that no one can answer the question as to why it has happened due to lack of psychic powers. That is to say: we don't know what you know. For example you don't give ANY information about the PC including what it is nor how old it is. However here is a list of possible causes: bad battery, old battery, badly used battery, bad PSU cooking the battery, bad luck, etc.

The fix is to replace it. There is no way of predicting whether it will happen again: next day, next week, next year.

Yes but this doesnt explain why this has happened does it? Im not going to just go and buy a new battery and then have it happen again. If you read the question I asked for why it happened and not just soley what to do. Poor answer by you. Not helpful.

Well. you don't have to have a lot of brain power to realise that you need to fit a new battery, why didn't you think of this, I wonder?
