Why does my brand new computer shut down as soon as I switch it on?

I have a new computer, 2 days old, which, when I go to start it up, it runs for around 4 seconds then turns off, only the fan is running for this time. It won't boot up unless the battery is removed then replaced. Is there anything that could cause this, and how do I fix it? Thanks for your ideas, everyone.

First of all, as it has a battery I suggest that it may not be a desktop computer but a laptop? You appear ot havre some kind of software lock up. Are you shutting it down properly? If you are and its brand new take it back to the supplier as it should not do this.
