My freezer is not freezing very well the top drawer is frozen solid but the other drawers are slightly froze but food not frozen solid, I took the back off and cleared out all the frozen ice that had formed, I have noticed the fan was not spinning does anyone know if that could be the problem?

the fan needs to run to circulate the air around so if it doesn't work then this could be an issue
