washing machine agitates and spins at the same time?

My machine is a Kenmore 70 series/model 82873120. When it trys to spin the agitator also is moving leaving the clothes very wet. The tub is hard to move when it is off so I think the brake system is working. Any ideas would be apprecitated!!!

more info...the model # should be 110.82873120. The lid switch does not work (the machine does not shut off when you lift the lid). Would this cause my problem?
