Fix Fault Kenmore

I have a 80 sieres Kenmore washer that will fill and not shut off and go to the next cycle.

Filling water in tub of washer and water is coming out the bottom as quickly as it is going in. Can this be fixed? Kenmore heavy duty washer #22622

i bought new ears put them in but I think there is a bolt missing from when I took it apart last year
