thermostat radiator valve not working properly?

I had a new (not replacement radiator) fitted in the summer and it does not heat up properly. I have bled it quite a few times. The top of the radiator only heats up and when the temperature gets to 14C the radiator goes cold. The water on the other side of the valve is piping hot.
The pin in the valve does not appear to be stuck and will move up and down.
Any suggestions?

Thanks Chris. I've tried with the TVR head off and closed off all the other radiators (just by shutting their TVRs not turning them off at their lockshields). The faulty radiator still is only lukewarm at the top and cold at the bottom. The inlet pipe before the TVR is really hot and the outlet pipe is cold. If I bleed the radiator water comes out and no air at all.

try removing the thermostat head and seeing if the radiator heats. If that does not work try shuting down all the other radiators and see if the rad heats on its own if it does you might have a balancing problem.
