The overflow pipe from the loft is pouring water....if we switch the water off it stops but as soon as we put water back on it starts again why?

Yep, the gentleman is not being rude and as he says you have to get on your dancing shoes and tread carefully accross the wooden joists in the roof being careful not to fall between and stick a leg through the ceiling. Then you will have to assess as to if it has merely 'stuck' or it needs replacing. If it has 'stuck' then it maybe, it soon needs replacing or repairing.

Alternatively, a local plumber will charge you an hours work.

Ballcock in one of your tanks in the loft must have frozen and burst, now defrosted it won't shut off on it's own hence the overflow. You have to get in the loft and have a look!
