How to replace the drive belt, it won't stretch?

I ordered a replacement belt, but I can't stretch the belt to put it on the other end. What needs to be done?

Tom, where did you get/find/purchase the belt? And [1] does it have a number? like 250-2? [2] what are its measurements? [like 1/4" x 25"?]
