should my central heating pump run all the time ?

I have a Baxi combi boiler which is 8yrs old. I put my heating on constant at a low temperature. I don't have a room thermostat but have thermostats on all my radiators. When the boiler stops the pump keeps running constantly. I thought it should run for a while after the boiler shuts down,but it never goes off. Even when the rooms are up to temp.

how will it go off their is nothing to tell the boiler the room is up to temp.
as long as the heatings on it will keep cycling on the boiler stat.
trv's on rads only close the rad when up to temp not shut the boiler off.

the boiler should have interlock which is a room stat so that the room temp tells the boiler to shut down when up to the stat temp say 21 degrees.

your boiler will never shut down with out one.
and it is also a building reg that it has a room stat.
