How do i fix my ecomax boiler?

I can't seem to find the water switch as i'm getting a F25 fault on my boiler. Could somebody please help me!!!

Two black quarter turn valves underneath the boiler (right hand side). One pushes away from you, the other pulls toward you.
Fill the boiler to 1-1.5 bar, then turn both valves back off.
