My dryer wont dry!?

I have a tricity bendix drier that won't dry. Have cleaned all the filter - had back off to make sure there are no blockages - checked the cut off switch at the back. The heating element seems fine as it feels hot at the back of the dryer but its cool air that comes out of the vent pipe. It doesn't get used that often which is why I am amazed it has stopped working

This might sound silly but have you checked the temperature settings? Make sure you don't have it set on "no heat" or "air fluff" cycle. If that fails you might have a bad thermostat unit, even under low usage situations some parts can detiriorat (sorry I have a bad time with spelling sometimes).
