I don't think that you mean "reboot". Rebooting is what you do whenever you switch the PC off and then on again.
If you mean "restore" that is to say to factory setting you need to reinstall the Operating System (OS) - Windows?
For that you will need a copy of the OS plus any driver specific to the PC - which come from the manufacturer.
