Try adjusting the tensioner on top on the ball cock ( short threaded piece) controlling the inflow & cut off of water. Can be easily done with a small short screwdriver.

I had this problem found muck by ball cock valve, turn water off to the toilet, take ball cock valve out turn water back on to see if flow is good, rubbish should now be enjected fit ball cock valve back
