washing poder wont all go ?

any one know why my hotpoint wd440 wont get rid of all the podwer when in the draw the water coming in seems fine any idea ?

look at top of soap dispenser where water comes out and clean it normally be loads of black muck use small needle to poke into spray holes to get more muck out
