how do I fix my bosch dishwasher?

My dishwasher spray arms, particularly the top one do not appear to turn, though they revolve easily by hand, and water seems to be reaching them.

I suspect there is not enough water pressure from the pump. I've done the usual cleaning to remove food debris.

The user manual is no 9000 009 311 (8402). I don't know if this is the model number.

Just a couple of ideas, from my experiences . . .
Have you given the arm a Really Good flushing out? I've had bits of food (especially rice grains and cous-cous) in there which you can't see but they block the holes once the water's flowing.
Other than that, there's the fine mesh filter in the sump which gets clogged - mainly with potato, I've found.
If it's not those, try running it through the quick cycle with both arms off to see if it clears.

I've now found the model number: SGI57M05GB

I've checked the incoming supply filter which is clean. I've also run without the spray arms and plenty of water comes out when I open the door, but when the top arm goes on it just seems to leak out and not spin.
