What does a summer/winter switch do?, can i pipe around it.(bypass) ?

The part known as a summer/winter switch, water inlet to diverter valve assembly for a worster 9.24. Can i pipe around it, to bypas it?

it just slow the water flow for the hot water a bit for the winter when the in comeing main is a bit colder, so leave it alone.
