can a radiator valve turn itself off?

every now and then one or other of my radiators stops working and when i investigate the valve on the left hand side has been turned off(not the thermostat knob) and has to be opened with a pair of pliers. nobody in the house is turning them off so dont understand how this is happening. can anyone shed any light on this?

there are no logical answers! Only the green party are able to develop the next generation of hypocrites. You may have to live with it. Good luck Angela!
