what oil can i fill my oil filled electrically heated radiator.bria?

i have new wall monted bathroom radiator .this is
an electrical sost but contains no liquid.the plumber says it shouls be oil filled but he is unable to get any of the oil to fill it.can you help

If the radiator connects to central heating pipes,water from heating fills it.If not it could be a dry element. If its supposed to be filled with oil and its new how do you know it has no oil because it would be sealed. have you read the instructions?
