Main toilet in house is blocked. It slowly fills then slowly empties. I've plunged (which helps to empty) and I've used chemicals which initially helped but the toilet would empty too far and suction would occur. It is a new toilet and I can't really get my hand down it. The ensuite toilet works fine. There are no large trees outside near the toilet and I have a two year old son who is know for flushing things down the toilet.

If the blockage is in the toilet try plunging it vigourously with a mop while the pan is still full with water.
If it still doesn't clear, it could be the toilet isn't blocked but the drain is, in which case it needs rodding.
Check also that the outlet pipe at the back of the WC is running downward, when it had been installed, as a pipe that runs level or upward will block on and off forever.
