Very slow rate of water from taps upstaitrs and toilet cisten ?

Last couple of days the water flow from the upstairs taps and the toilet cisten getting slower, although hot water is fine.

The water tank is full and no problem with downstairs....is there anything that I can do myself to resolve this or should I call in a plumber ??

It's possible that you now have a boiler fed direct from the mains and that your downstairs cold is also on direct feed from mains. If so, then one might guess that there is a partial obstruction of the flow from your tank: perhaps a bit of loose insulation or even (Heaven forbid!) a dead mouse.
