If dripping pipe is copper and external to property, then it is the pressure relief pipe. This should only discharge water if it boiler system pressure has become excessive, or if the pressure relief valve (PRV) is faulty and is constantly passing water.
If former is the case, establish why excess pressure.
In the case of constant drip, then chang prv.
