Two stand-pipes on same sloping water-pipe?

I have installed two taps on a sloping water pipe but the upper tap only works when the lower one is turned off. How can this be fixed?

Thanks moggridge. The pipe is from a tank so your answer may solve the problem.

If these pipes/taps are supplied by mains water pressure then the sloping pipe should not effect it and your looking at low pressure or flowrate. If they are supplied from a water tank then the water flow will take the easiest route ie the lower tap. A larger size supply pipe would be required in this case. Hope the info helps.
