after setting up many wireless networks this problem is always caused by not inputting the network password into the belkin or laptop wireless network settings, thus it will detect the connection ok, and then like you say fail to connect because your laptop does not have the password. read the router instructions, it will tell you if it has a built in password or if you have to choose one, then when you find this out, double click on the little icon in the task bar bottom right, in the settings it will have a box for network key or passsword, sorry i cannot be specific but i do not know what laptop you have.
