Cannot control heating does not matter which I use degree from 20.5 to 22.00 still takes the same time from switching off to restarting boiler every time we have to put comfort temperature up 0.5 degree never seems to start boiler till it is quite cool

the stat works on the temperature around it not the whole room you may have the stat in a warm part of the room if so either move stat or raise temp
