yes either use a damp proof paint or use a product called Damp foil we have this product in stock at www.gowallpaper.co.uk

fix the problem causing the damp first, then apply Stain Block to the damp patch, then when dry,paint over

You can if the wall dries out, but the paint will peel off when it gets damp again. You need to find out why the wall is damp and fix the problem.
