Reprogramming Key Fob/Immobiliser issues?

I have been reading your very useful guidance on how to reprogramme a ford focus key fob but I'm still having issues.
We have just brought a second hand ford focus ghia 1999. The remote central locking didn't work by pressing the remote, only by putting the key in the door so we changed the battery. This meant the immobiliser only starts when it feels like it, so I tried to reprogramme the key. I turn from 0 to II four times and I hear the beep, but then when I touch the unlock button on the remote there is no 2nd beep like the instructions mention. If i reprogramme the key properly will that stop the immobiliser issues? I only have one key, its a 3 button one. 2 buttons click but the unlock button doesn't click like the other 2.
Do you think if I unplug the remote sensor by the glove box and change fuse 63 lke everyone says that will allow me to reprogramme the key properly?
Im not sure if part of the key is faulty because one of the buttons don't click. Any help would be greatly appreciated.
