If it's not flushing it may be the pump is stuck.
if C2 bench type it's under the toilet roll holder cup that pulls out its not fixed there is the pump held down with one screw at the bottom of retaining cage.
Turn pump upside down and with small screwdriver gently turn the impeller until it feels fairly free place it back in the water without fixing it and try it. Don't run it out of water it can damage the pump. Hope this all helps and is appreciated.

If it's the pump and a C2 model don't try pulling all the cable out back to switch cut and splice existing wire to new pump wire taking note of one having a tracer colour so tracer to tracer wire plain to plain seal with heat shrink joints.
