my toilet has an inflated plastic bag to control the flush instead of a ball. it keeps on running unless I hold the button down for the full flush .Is it normal to regulate a toilet flow with a plastic bag? the house is 10 years old.

there should be a small plastic/copper screw on the end of the arm , were the water comes in to the cistren, if you turn the screw it sets the water leve in the cistern, , just ajust it to the level your happy with,if you lift the arm up full. you will see it banging off the screw
