How do I install the Upper Shaft (Chrome shaft with red plastic insulators on each end) ?

There are two small screws on each side to screw into the ends of the red plastic ("insulators) but there is no access to screw the screws in with a screwdriver to secure the upper shaft to the upper arm at the hinge
