It depends if the computer is your's or belong to someone else.
In the second case, the owner of the computer don't want peoples to use his computer to access that site. You must respect that desision. Wait to be on your computer to access your e-mail.
If it's your computer, check your firewall settings or that of your router to allow access to msn.
